Is it possible to install the Pulse VPN client on the terminal server (#1) so that the few users accessing this specific secondary server (#2) can get to it from #1? Or would having multiple users trying to establish a VPN connection from #1 to #2 interfere with users connecting to #3 and #4 (also from #1)?

Terminal Services has been renamed Remote Desktop Services. In Windows Server 2008 R2, all Remote Desktop Services role services have been renamed. The following table lists both the former name and the new name of each Remote Desktop Services role service.

Remote access role is a VPN which protects the network connection or your remote connection from one side to another and protecting both sides from attacks or data sniffing as VPN protocol uses a tunnel inside of a standard data connection.
