Oct 19, 2019 · I am having this same issue with an At&t hotspot and Cisco AnyConnect. It only happens with an At&t hotspot, works fine with Verizon and Sprint hotspots. Dec 26, 2014 · Here in the US on AT&T, I noticed that when I enable the Mobile Hotspot (MH), it first quickly connects to AT&T to verify I'm allowed to use the Mobile Hotspot feature. I guess in other countries, the phone can't complete that verification step and thus you can't use the MH feature.
